Speed
有点儿 goes *before* an adjective and usually sounds like a mild complaint: 今天有点儿冷。
一点儿 goes *after* an adjective (or before a noun) and compares: 便宜一点儿、一点儿水。

Watch out
- 形容词 + 一点儿 是「再……一些」;有点儿 + 形容词 是「稍微……」。
- 要东西用「一点儿 + 名词」:给我一点儿水。
